They were not removed. These settings simply didn't exists. As of
version 2.0.2-4.3 you can select not to have ngerman and french
compiled into the format file which was not possible before. What I'm
just wondering about is, that ngerman was not selected cause ngerman
and french are selected if you want to manage you language.dat by
debconf.
