Bug#208408: tetex-bin: No hyphenation patterns were loaded

Exactly. In fact there wasn't _any_ debconf question after upgrading.

My solution was (as Frank suggested) that I ran `dpkg-reconfigure
tetex-bin' again. After answering the usual questions the last one dealt
with hyphenation patterns and I chose "british", "german" and "ngerman"
again and now it is working as expected. I believe this is a little bug
because it was just an upgrade and not a fresh installation so my
settings shouldn't have been removed (because when I first installed
tetex-bin some months ago I had already answered the debconf questions
and picked "ngerman").
