I never realized that -- I always assumed that if I sent mail to
the bug number, it was also redistributed to the submitter. (And
that you had to take extra steps to prevent the submitter from
receiving the message.) I'll be sure to cc: the submitter in the
future.

Yup, we do. I've added some lines to change the permissions for
two scripts in debian/rules in CVS. They should be incorporated
the next time that someone builds the package.
Sorry for overreacting, Junichi. And thanks for finding the
problem and giving me a chance to learn something new about the
build system *and* something new about the BTS.
