Um...
Why are you building these binary-all packages, which are already
built and in the archive?
Also, that script works fine on my machine (as I used it to build
the packages in the archive and also just tested it now). If you
were to actually look at the script, you would find that the first
line looks like
#! /bin/sh
In other words, your patch is unnecessary.
I'm perfectly willing to believe that there's something weird
going on with the tetex-base source package, but it would be
helpful if you could a bit of investigation before claiming that
the package is broken.
