Basically, there is no need to set any environment
variables.

Well then how it goes if you run "ls -ld /usr/share/texmf/pdftex/config"
Is it symlink as follows?

civic:~$ ls -ld /usr/share/texmf/pdftex/config
lrwxrwxrwx    1 root     root           17 Feb  5 21:15 /usr/share/texmf/pdftex/config -> /etc/texmf/pdftex

By the way, why tetex-bin was "rc"?
