Okay, here's a rundown on the problematic documents after running
their copyright/distribution statements past debian-legal.
The bad news is that we are going to have to stop distributing many
(21) documents **and the packages or programs that they document**
because they do not specify any distribution conditions. Debian
policy is to play it safe and not distribute files we don't have
explicit permission to distribute.
We will also have to move five documents and associated packages to
non-free.
One problem can be solved by upgrading to the latest version on CTAN
(which is under the LPPL).
Three documents and associated packages can stay in main for now,
until we can verify their licensing (theoretically the GNU GPL).
The good news is that most of these problems can be solved by
contacting the authors and asking them to update their packages with
an explicit copyright and distribution statement, which we can then
reevaluate for DFSG-compliance.
The bad news, of course, is that some of these authors are difficult
or impossible to reach, and have often been unreachable for years.
