Bug#87699: tetex-bin: Please don't. A "suggests" and possibly a warning on install is better

I'm okay with a ``Suggests'' for texi2html. A ``Depends'' -- in
addition to being a lie -- would force untold numbers of people
who have tetex-bin installed to install texi2html, whether or not
they have any interest in texi2html.
As for getting a note into the release notes about texi2html's
changed status, it seems like that job belongs to texi2html's
maintainer, Peter Moulder.
