Bug#66634: tetex-base: dpkg: error processing tetex-base (--configure) [Error: kpsewhich cannot find file fmtutil.cnf]
unsetting the TEXMF variable fixed it.
This same bug came up in tetex-bin as #65432: tetex-bin: kpsewhich cannot find file fmtutil.cnf; 24 days old
It seems like this is giving trouble to lots of people. The scripts really
should unset the TEXMF variable. The reason I had it set as root
was that I used su to become root, and my variables were transfered to the
root shell. And somewhere in the install is should state very clearly that
references to /usr/lib/texmf should be changed.
