Yes we already noticed the problem but if you want to
set TEXMF as
> TEXMF={/homes/noah/Tex-Stuff/local,/usr/lib/texmf}
then you should set
TEXMF={/homes/noah/Tex-Stuff/local,}
Generally speaking, it is better that TEXMF does not contain
the system default value of TEXMF (/usr/lib/texmf or /usr/share/texmf)
but uses the "magic of path separator" (perhaps you know this).
I tested this setting and tetex-base installation works.
