Yes, it should show up in "lspci" at least. I'm pretty confident
the kernel can do PCI bus enumeration without relying on any
firmware.

You can check whether it's a 3.3V card by looking at the edge
connector. If there is a notch at the front, it should be 3.3V:

Yes. You would have thought. Perhaps a bus mismatch as above?
I tried the card (some years ago) in a PC and it worked fine.
Anyway, another day.

Try to figure out whether it's actually a 5V board.
