I put a similar licensing question to him about a year ago, but never
received a response. 

My gut feeling is that John Cowan wouldn't have any problems putting
the code under the GPL. Nonetheless, we still gotta get him to sign
off on this...

Let me know if you want me to contact him on this. (BTW, if you'd
hurry up and join the entity-resolution TC, we'd likely have it a bit
easier:)
