debian released woody (currently stable) with openssh 3.4p1. It's been
tested (and regression-tested) against all the other software in debian
(well, at least the depends:

Any security bugs are backported to the stable version, and the security
team will consider upgrading if a fix can't be backported (AFAIK).

openssh3.5p1 will end up in testing once it's been in unstable without
any changes after two weeks. At the present moment, there are some major
(libc) upgrades happening which makes upgrading to testing/unstable
non-trivial, to put it mildly. Again, all this information is available
