Да, там виндовой SDK, да, setup.exe - но - что есть :)
Только все-таки это ограничение про 32 кГц в SAA713{3,5} похоже на
аппаратное. См. в SAA713X_usermanual.pdf на стр. 101:

подробно вычитывал доку.
А вот режим "Pure synthesize mode" мне всегда нравился :)
7.4 Audio clock generation
SAA7133 and SAA7135 synthesize audio master clock from attached crystal of
32.11 MHz, or 24.576 MHz. Three
different modes of operation are available:
NICAM mode: The NICAM decoder locks the audio clock and SIF sampling
clock to the NICAM symbol rate, which is
coupled (per definition) to the video rate by the NICAM encoder at
broadcast source. The nominal NICAM sound
sample rate is 32 kHz.
Итого: стереосигнал с TV бывает только с частотой дискретизации 32 кГц.
Video-lock: The audio master clock is locked to the frame rate of
video. By programming ACPF a predefined number
of audio samples is associated with each video frame, or set of frames.
The programmability range covers 32 kHz,
44.1 and 48 kHz, for audio base band sampling, locked to 50 or 60 Hz
(59.94) video field rates. FM/AM sound
decoding requires a nominal audio sample rate of 32 kHz.
FM бывает только с частотой дискретизации 32 кГц.
Pure synthesize mode: audio master clock is synthesized from crystal
and programmable by a 22-bit parameter ACNI,
as relation to applied crystal reference frequency at pin XTALI. This
mode allows to control the audio capture clock via
host SW, e.g. to track capture sampling rate to audio render rate of
sound card.
