None of the code has ever been in testing. That makes the relevant
considerations involved in choosing whether to introduce it to the
release
rather wider reaching than the changes in the past week.
On a related note, this:
* Set urgency=medium as this change affects only packaging hints so
should not need reset of aging timer in unstable.
is somewhat redundant given that the package isn't currently in testing
