I have a package (dictionaries-common) that provides two debs,
dictionaries-common (standard) and dictionaries-common-dev (optional). This
last contains the ispell-wordlists-myspell policy document and has a bug
about the architecture the ispell dict packages must have in one special
case. Since this only affects the "optional" .deb, can I upload this change
to testing-proposed-updates?

Also you mention updated package translations, does this include *new*
translations or only fixes to existing ones?
