It is documented behaviour at both the CRAN and the Debian side.
There is a difference between having a rule-based detector, and one-off email
requests for changes. One scales, one doesn't. You asked this question in the
context of two different distros having 16k packages autogenerated. But it
seems you are now content with your package issue so we can put this to rest.
