The NC and ND parts are problematic and the MP3 format is fine.

No Derivative is clearly non-Free in Debian.  I understand that some
people might argue that in the particular case of a MP3 file used for
test purposes, it is not essential to be able to make derivatives, but
in any case Debian does not make exceptions.

Non Commercial is also non-Free in Debian.  In my previous email, I
tried to illustrate how non-profit clauses in licenses create unexpected
problems to distributors and users.  To people who would like to reduce
the risk of seing others making large profits with their work without
sharing back, we recommend the use of copyleft licenses.  It is not a
perfect protection, but it allows a whole ecosystem of services to
flourish.

As Andreas illustrated, CC-BY licenses are commonly found in Debian for
data or media files.  I would like to add that, unfortunately, Debian
only accepts CC-BY licenses version 3 or higher.  While there is no
reason to select older license versions now for new works, there are
still files licensed under CC-BY 2 or 1 that are around (for instance
some old open-access publications), and we (in Debian) can not use them.
So please (all readers) be careful to avoid them :)
