I did a short

$ grep 'License: CC-BY*' /usr/share/doc/*/copyright | sed -e 's/^.*License: *//' -e 's/ or.*//' | sort | uniq

on my system to find several example licenses that are acceptable.  Mp3
is OK since what I did right now is to remove your sample and symlink to 

   /usr/share/doc/libmp3-tag-perl/examples/empty_10sec.mp3

of package libmp3-tag-perl.  This makes some of the original tests fail
which I excluded.  If I did not misunderstood the licenses the -N[CD]
parts are preventing us from doing changes which is again Debian policy.
