I don't have an opinion either way.  If someone thinks it would be of
benefit of Ubuntu users, then I'm happy to help make it happen.

I am not sure I am familiar enough with Ubuntu innards to leads the effort
there.

For the FFe bug, it's more a case of convincing Ubuntu's release team
of the benefits, and allaying any concerns they might have.
I would follow-up on that bug and say that I'll take care of managing
the transition; uploads, autopkgtests, etc.

We went through a similar transition when 18.04 came out (4/26/18) and R 3.5 was released (4/23/18). I remember rebuilding all the r-cran and r-bioc packages in universe against R 3.5 on putting them on my RRutter3.5 PPA.

I don't mind repeating that approach (I still have all the code I used to do that), but if you can get 4.0 in universe, it will certainly save a step.
