Graham,

We went through a similar transition when 18.04 came out (4/26/18) and R 
3.5 was released (4/23/18).  I remember rebuilding all the r-cran and 
r-bioc packages in universe against R 3.5 on putting them on my 
RRutter3.5 PPA.

I don't mind repeating that approach (I still have all the code I used 
to do that), but if you can get 4.0 in universe, it will certainly save 
a step.
