I've seen it and just did a real upload before the automatic updates
will happen. My goal would be to bring all R packages into shape
regarding Salsa URLs and maintainer address before the buster release
anyway.

You can replace it by debhelper (<= 11.1.6) which will work as well.
Just the 11.2 series breaks dh-r. Or you can even drop the restriction
since the build process is not affected. Its just that dh-make-R does
not work with 11.2.x but that's no issue for building packages.
