Yes, but $PACKAGE@packages.debian.org is something else than the
Maintainer address.

As far as I remember this is not mentioned anywhere (may be even the
contrary was mentioned).  But may be just nobody has asked for that
option?  I can not imagine that the "alioth-lists-savers" did extra
means to disable the "create new list feature" and maintenance wise
having some new lists should be not more work.
