No. I didn't reset it to orphaned. I just changed the title of the bug:

Old Title: "O: c-cpp-reference"
New Title: "O: c-cpp-reference -- c/c++ reference set for kdevelop"

As you can see, I didn't change the status of the bug.

Chris Cheney indends to adopt the package, yes, but he only mailed
to 127699@... instead of properly renaming the bug to ITA.
