Unfortunately, ABI 3 support falls into the same category as well.
Lots of projects are now publishing abi3 wheels to cover multiple
interpreter versions instead of separate cp36/cp37/cp38... and newer
pip is needed to be able to deal with that too (at least if you
don't want to have to preinstall an entire build toolchain so you
can install sdists instead).
