Let's keep it simple.  And let's focus on the news worthy elements not
all this political stuff about the election process.
I agree, this seemed odd to me too. That discussion does not belong in a news release.

Here's a quick and dirty version:
The Debian project's Constitution
(http://www.debian.org/devel/constitution) specifies the roles and duties
of the DPL and the voting method used to select them.  Elections are
held annual for the position which caries a one year term.
