Maybe I don't know the community very well. But reading the mailing lists, I don't think proactive disciplinary measures are needed.
Labeling some users with a file (because they are considered "annoying") may not be useful and may promote stigma.
There is also a "right to be forgotten" that should be respected so that the user guilty of a breach can rejoin the community.
Furthermore, users with Debian assignments are selected for co-optation. So they have an interest in not committing violations.
