And so it should be. In the default NM conversations[1] we have this:

  debian-announce: Major public announcements
  debian-devel-announce: Major announcements to the developer community
  These two lists are must-subscribes. Everything else is optional.

So if one hasn't already subscribed before then, there's another chance
to do it.

If anyone knows of people being DM or DD who have't heard of those two
announce lists, or aren't subscribed to them, I'd like to figure out
why, just in case we need to improve our templates.

In my experience, ignorance tends not to be considered an excuse for
something that was posted to debian-devel-announce, so I consider it
something to care about. My current understanding, though, at least
looking at the people I know, is that contributors tend to be already
subscribed without needing to be explicitly told.
