There is group who regularly ping inactive maintainer, it is called,
MIA team (See: http://wiki.debian.org/qa.debian.org/MIATeam) . Did you
reported about those DDs to MIA?

There is also WAT run which actually remove inactive maintainer(s)
periodically based on certain criterias. (For example:
http://lists.debian.org/debian-devel-announce/2007/07/msg00004.html)
