You say you were looking to 'download Debian', meaning a cd image to
burn to a cdrom for a machine without needing internet access.

go to http://www.debian.org
click on the left hand tool bar item called "CD ISO image"
click on the item called "Download CD/DVD images using HTTP or FTP"
From your info, it looks like you are in GB so you clicked on the "Great
Britan : ftp.ticklers.org HTTP" link
there you are presented with different links.
Choose "Current"
Assuming you are using an Intel or AMD PC, choose 'i386'
Then click on "iso-cd"
Then you can click on "debian-31r4-i386-binary-1.iso"
This will contain everything to get a 'console system' and X windows.
Get binary 2 for Gnome and Kde and more.
Save these, burn to a cdrom. Then boot with binary CD #1 to begin.
