Er, did you notice the part where it (copied and pasted from tech-ctte) says
that it only chooses from available solutions already thoroughly discussed?

So if developers were actually seriously arguing whether farting loudly in
DebConf dinner attendees' faces is a good idea, and they decided to bring it
to the consideration of the soc-ctte, the committee should be able to decide
on that :)

Note that someone could also submit the opinion that such an opinion is
daft, and then the soc-ctte could decide so.
