Were did you get that idea?  You must have read something out of my
text that was never intended.  Even the Norwegian government responds
to non-directed advertisements.  I've never heard the government
report any problems separating the real requests from junk mail.  Do
you expect the secretary of Debian having problems separating the two?
Personally, I trust the secretary to be able to separate junk mail
from real requests.
