Sure, I don't know who would have thought it wasn't.  Still, it's a
reasonable question to ask--should it be permitted?

I can't think of a good reason to prohibit it, in the case of public
news servers.

It does seem to me that the document should have someone (a virtual
group, if not an individual) who is officially responsible for it
(under the DPL, of course), and that there should be a BTS entry.
