Who decides that? It's not dead from our (Debian Ports) perspective.

It's also being maintained in openSUSE, Gentoo, VoidLinux and Adelie
Linux. It's also actively maintained in glibc, gcc and the kernel
and fully supported by Rust and LLVM. So, it's far from dead albeit
IBM focuses on POWER8+ these days.

In this case though, it doesn't really make a difference whether you
enable nogui on powerpc or on ppc64. It's built on the same buildds
anyway.

And if users can do something usable with nogui packages, let them
use these on powerpc, too. We do have quite some people running
Debian on 32-bit PowerPC.

The powerpc buildd we have and the new one we are getting is probably
faster than any x86 machine in Debian.
