Which kind of preemption? CONFIG_PREEMPT was traditionally known to be
problematic on PPC, though CONFIG_PREEMPT_VOLUNTARY seems fine here.

The CPUs should be about on par, but the memory bandwidth on the
PowerBook is probably lower, and the HD speed might also be important.

At least the 2D parts of it (i.e. the actual application window
contents, as opposed to the final compositing done by compiz) are most
likely done in software actually.
