If it's accurate, it would have to do that.

It's just a raw block at a particular offset into the partition. It's
part of the filesystem. Apple has them pretty well documented. If you
look at the code for the related filesystem module, the header has to
be read to verify the correct filesystem format and load some values
that are used to read individual files and directories on that volume.
