I solved it like update-rc.d (pbbuttonsd|mouseemu) defaults 26 20.

See my comment to Bug#307068. Staring with S26 in rc?.d solved it
for me. Please test:
$ rm /etc/rc?.d/*mouseemu*
$ update-rc.d mouseemu defaults 26 20
& reboot
& htop
