Bug#259945: udev: wrong permission for pmu device

root:users is obviously wrong, but should the device be 666? 660 and
owned by group audio or video? By some other group?
MAKEDEV uses root:root 660, is access to this device a security concern?
Please let me know your opinions.

I have an error with gtkpbbuttons if the permission of /dev/pmu isn't:
crw-rw---- 1 root users 10, 154 2004-04-01 22:12 pmu
So I think that should be added a line in udev.permissions.
