This is what I have:

$ ls -l /dev/pmu
crw-------    1 root     root      10, 154 2004-07-17 12:01 /dev/pmu

I added the following line to /etc/udev/links.conf:

M pmu           c 10 154

And pbbuttonsd, gtkpbbuttons (and also xpmumon) work like a charm.
Although I use kde, not gnome (as sven pointed it could be a gnome bug).
