Definitely. It's also better for the submitter, since reportbug
gathers most of the relevant information.

Dunno, which bug numbers are you talking about? Anyway, in the case
of kernel-image packages, you may want to remove the obsolete versions
from the archive entirely.

If I think a bug has been fixed, I first ask the submitter to confirm
it by reproducing the bug with the new version of the package. If
they don't answer, I close the bug anyway since after all I think it
has been fixed.
