Right, the reason for this is that the base2.1 or base2.2 and also the 
splitted base1440* only there to have the binaries. Setup is done by
'dbootstrap'. After installation it removes also the unconfigured* from
/sbin. 

I work on this; i need only two new packages for this (one is allready
in Incoming), the other one is linux-utils -- it will change the fdisk
into dos-fdisk, so the wrapper 'fdisk' can work with both: pdisk and 
dos-fdisk.
