Ahhhhh.  Examples are a trouble-shooter's friend!

That is strange.  It shows up with 
# apt-cache show dbf2sql
on my box, so it might be that your sources.list file is missing 
something.  Post the relevant lines from that file and maybe someone can 
point out a flaw.  Also, if you get any error output from apt-get, that 
can be helpful.

I know it's a no-brainer, but did you remember to "apt-get update" before 
you tried to "apt-get install dbf2sql"?
