Rather, I'm operating under the observation that ftpmasters have their
own policy, only partly documented, and that they are very reticent to
enter public discussion on what their internal policy is or how it might
change.

That observation leads me to the conclusion that changing Debian's
policy document, without first examining and attempting to clarify the
de facto policy actually used by ftpmasters, is futile.
