It is not a statement of their position at all.  It is a clarification of
the existing *Debian* policy.

You appear to be continuing to operate under the misapprehension that the
ftpmasters get to make up their own rules for archive acceptance that aren't
grounded in Policy.  They don't.  If your packages comply with this clause
of policy, they should not be rejected.
