Well, first, the obvious way to mirror external svn repos to alioth would
be to point git-svn at them..

Anyway, if you have a RO svn repository, you have to make a RW copy of it
before running svn-upgrade against it if you want svn-upgrade to be able
to commit its changes somewhere.
