This is already implemented: from /etc/menu-methods/menu.h

function icon()=ifelse($icon32x32, $icon32x32, \
                  ifelse($icon16x16, $icon16x16, $icon))

Unfortunately few /usr/lib/menu file have a icon16x16 entry.
