I would like just to point out that there are not only 
latin-1 characters in woody package file. There is also some
koi8-r text and some japanese encoding. So, there never
can be a terminal that displays packages file correctly under
current situation.

read Bug#99933 (it is a policy amendment which did not get into woody
since there was a policy freeze already), and especially look

I won't repeat my arguments I explained then.
Just the most relevant issue: for packages file (and similar),
we have to choose if we use pure ASCII, or UTF-8. There is no other way,
and it has been agreed that for woody we would not change anything
substantial, and for woody+1 we should look forward into using UTF-8.
