Bug#143941: define a usable character set for description/maintainer name etc.

I don't agree. You are advocating people to use a character set that
no packaging tool can handle and which is only likele to resort in
problems for people at the moment.

The sane approach would be to limit people to plain ASCII at the moment
and work on adding proper utf8 support to the various tools before
we tell people to start using utf8.
