Bug#91276: [PROPOSED 2001/03/25] update policy to match new serious severity

According to bugs.debian.org:

]           is a severe violation of Debian policy (that is, it violates a
]           "must" or "required" directive), or, in the package

According to policy:

]      These classifications are roughly equivalent to the bug severities
]      _important_ (for _must_ or _required_ directive violations), _normal_
]      (for _should_ or _recommended_ directive violations) and _wishlist_
]      (for _optional_ items).  [2]

Policy evidently never got updated to reflect the new "serious" severity.
Straightforward patch follows:
