What about important severity?  I would suggest the following:

          These classifications are roughly equivalent to the bug
-         severities <em>important</em> (for <em>must</em> or
+         severities <em>serious</em> (for <em>must</em> or
          <em>required</em> directive violations), <em>normal</em>
-         (for <em>should</em> or <em>recommended</em> directive
+         or <em>important</em>
+         (for <em>should</em> or <em>recommended</em> directive
          violations) and <em>wishlist</em> (for <em>optional</em>

For with the insistance that "must" = RC bug, there may be some
"should" recommendations which are really important to implement, but
which are not considered quite RC.
