I agree that it is a non-obvious thing, which is why I'd like to see a
reminder added to the packaging guide if there isn't one there yet.

From a QA standpoint, I have to agree with you. On the other hand, I am not
sure it is actually needed to modify policy to state that one should/must
change all references of files that changed location.

I am not objecting to a proposal, if one is actually put forth.
