I tend to agree.

Basically the proposal is to map:

unstable       --> experimental
frozen         --> unstable
frozen+10 days --> testing
stable         --> stable

why not keep unstable as unstable, and just insert a new frozen:

unstable       --> unstable (never goes into frozen)
frozen         --> frozen
frozen+10 days --> testing
stable         --> stable

that way "frozen" is treated in exactly the same way testing use to
be, but uploads are restricted, and instead of forcing unstable
updates to be uploaded to experimental (hence changing the meaning of
experimental), they are simply uploaded to unstable.

(consider the time required to move packages from experimental to
unstable after the freeze - I suspect that would have to be
significant, too).

Same stages as proposed, just different names.
